USAID, CSOs study indicts development agencies of failure in Niger-Delta

WARRI—A study by two civil society groups has accused Niger Delta Institutions, NDIs, of delivering too little to improve lives in the region against overwhelmingfunds made available to these agencies.The study sponsored by the United State Agency for International Development, USAID, and Partnership Initiatives for the Niger Delta, PIND, was carried out by Delta State based Lite-Africa and Edo rooted African Network for Environment and Economic Justice, ANEEJ.

Titled Citizen Report Card on Niger Delta Institutions, NDIs, the study in 2015 covered eight local government areas across Cross Rivers, Delta, Edo and Ondo. It noted that the Niger Delta Development Commission, NDDC, states oil commissions, the Ministry of Niger Delta Affairs and even Community Development Committees, CDCs, set up by oil firms in the region do not consult the communities in the choice of project allocation.

    “Findings revealed that development interventions by NDIshave failed to meet the needs of the region. It reflects poor policy nature of these agencies and how far they are from the communities.“Poor coordination among NDIs ledto duplicated and substandard projects across communities surveyed. Delta and Ondo states topped the list of abandoned projects followed by Edo before Cross Rivers,” the report stated.

Four Feared Dead in Ivory Coast Crash.

A cargo plane has crashed into the sea off Ivory Coast, close to Abidjan airport, killing four people and injuring six. The wreckage of the turboprop plane, which was carrying ten people, was swept toward a beach where rescuers treated surviving crewmen on the sand. All four of the dead are Moldovan while four French nationals and two Moldovans were injured. Local police told AFP the aircraft had been trying to land when it crashed. According to local news site Ivoire Matin one person was taken into custody after the crash. It is unclear if they are a member of the crew. Reuters news agency reports that the plane crashed during a storm with heavy rain and lightning. The plane was a Ukrainian-made Antonov chartered by the French army as part of its anti-jihadist Operation Barkhane, a French military source told AFP
